[EN-012] Validation of En Route Capacity Model with Peak Counts from the US National Airspace System

چکیده
Airspace capacity estimates are important for managing air traffic and predicting the effectiveness of new airspace designs and proposed decision support tools. Because air traffic management relies on manual procedures, controller workload determines the traffic limit of most sectors. Current operational procedures for estimating capacity in United States airspace do not account for conflict avoidance and recurring workload. This paper examines a more complete analytical model. Each sector has a capacity determined by the workload intensity of inter-sector coordination, aircraft separation assurance, and repetitive activities. As the total workload intensity approaches unity, the sector reaches capacity. The resulting workload equation is quadratic in traffic count. Its solution provides a simple formula for capacity. In this preliminary study we for the first time determined its parameters by regressing for all sectors in the 20 United States continental centers. We regressed for individual centers and for the overall set of centers. The capacity parameters from the overall regression estimate the inherent capacity potential of a sector. The capacity parameters from a center regression estimate the achieved operational capacity of the sectors in that center. The inherent capacity differs significantly from the achieved capacity for most centers.

A major concern in contemporary traffic flow management (TFM) is improving decision making when severe convective weather (Wx) impacts en route sectors throughout the National Airspace System (NAS). The FAA is currently seeking to reduce these convective weather delays through the use of multi-hour (e.g. 4 and 6 hour) Wx forecasts coupled with strategic planning by the FAA traffic flow managers...
متن کاملMacroscopic Workload Model for Estimating En Route Sector Capacity
Under ideal weather conditions, each en route sector in an air traffic management (ATM) system has a certain maximum operational traffic density that its controller team can safely handle with nominal traffic flow. We call this the design capacity of the sector. Bad weather and altered flow often reduce sector capacity by increasing controller workload. We refer to sector capacity that is reduc...

Airspace capacity constraints caused by adverse weather are a major driver for enhanced Traffic Flow Management (TFM) capabilities. One of the most prominent TFM initiatives introduced in recent years is the Airspace Flow Program (AFP) (Brennan, 2007). AFPs are used to plan and manage flights through airspace constrained by severe weather. Aircraft with filed flight plans through the AFP region...
متن کاملRisk-capacity Tradeoff Analysis of an En-route Corridor Model
A corridor is one of the new classes of airspace introduced with Next Generation Air Transportation System (NextGen). A well-designed corridor may reduce the airspace complexity, increase airspace capacity and decrease controller workload. This paper develops a computer simulation model for constructing risk-capacity tradeoff curves of en-route corridor concepts. Keywords-corridor; simulation, ...
